The more useful truth is that for most Welsh small businesses, a plumber in Neath, a salon in Bridgend, a cafe in Carmarthen, the majority of that spend is unnecessary, because what you are competing for is a town, not a country. The spread looks chaotic until you see what drives it: competition. Ranking a personal injury solicitor in London is a war of attrition measured in years and thousands of pounds a month. Ranking a tiler in Caerphilly is a fundamentals job. The mistake most small businesses make is buying the first kind of SEO when they need the second.
What the money actually buys
A legitimate SEO retainer is labour, and it splits into four jobs. Technical work makes sure Google can crawl, understand and quickly load your site. On-page work matches each page to the searches it should win, in the words customers actually type. Content work builds the pages and guides that earn rankings beyond your homepage. And authority work, the slowest part, earns mentions and links from other sites so Google trusts yours. A £1,000-a-month retainer should be buying you hours of that labour every month, with a plain-English report showing what moved.
That is also the test for a cheap package. If someone charges £99 a month for "SEO" and cannot tell you which of those four jobs they did for you last month, they did none of them.

The £99 cold call, and other ways to waste money
Every business owner in Wales has had the phone call or the LinkedIn message: "your website has errors, we can get you to page one for £99 a month." Three warning signs separate the spam from the real thing.
First, guarantees. Nobody controls Google's results, so nobody can honestly guarantee a position. Firms that promise page one either target phrases nobody searches for, where page one is empty anyway, or they are simply lying and counting on you not checking.
Second, secrecy. If a provider cannot explain what they will do in words you understand, that is not your failure, it is their smokescreen. Real SEO work is boring and describable: fix these pages, write these guides, earn these mentions.
Third, no interest in your business. Genuine local SEO starts with what your customers search and which jobs make you money. A seller who pitches a package before asking a single question about your trade is selling the same package to everyone.
If an SEO company guarantees you page one, they are guaranteeing something they do not control. Walk away.
Local SEO costs less because the battle is smaller
National SEO is expensive because you are fighting every competitor in the country. Local SEO, the kind that matters to most Welsh businesses, is a different sport. When someone in Swansea searches "emergency plumber", Google shows the map pack and local results, and you are competing with the handful of plumbers nearby who take their websites seriously, which in most Welsh towns is a short list.

When you should not pay for SEO at all
An honest SEO article has to include this section. You probably do not need to pay for ongoing SEO if your website was built with the fundamentals in place and you serve one town in a trade with modest competition. A well-built site plus a complete, active Google profile wins most small-town searches on its own. Equally, do not pay for SEO on top of a website that is fundamentally broken, a slow template drowning in plugins cannot be optimised into a fast site, and retainer money spent on it is patching a leaking roof in the rain. Fix the foundation first.

We watch this from the inside too. When we relaunched our own site in July, we sat in Search Console requesting indexing and watching Google re-crawl pages within hours, and the pages that moved fastest were the ones where the technical fundamentals were already right. Questions to ask before signing any SEO contract
Five questions expose almost every bad provider. What exactly will you do each month, and will I see it itemised? Which search phrases are we targeting, and how many people actually search them? Who owns the content and any changes if we part ways? How long is the contract, and what does leaving cost? And what happened for a business like mine, with a name I can ring? Any provider worth paying answers all five without flinching. While you are at it, search the phrases they promise to win and see who currently holds them; if the "guaranteed" phrase shows no businesses competing at all, you have learned what the guarantee is worth.
